Singapore: Increase in S Pass qualifying salary threshold

On Jan. 1, 2020, the minimum qualifying salary for S Pass holders will increase from SGD 2,300 to SGD 2,400.

All new S Pass applications submitted after Jan. 1 will be subject to the new salary criteria.

For S Pass renewal applications the following will apply:

Expiry before Jan. 1, 2020 Renewal based on current eligibility criteria (i.e. qualifying salary is SGD 2,300)
Expiry between Jan. 1, 2020 and June 30, 2020 Renewal based on eligibility criteria before Jan. 1, 2020 (i.e. qualifying salary is SGD 2,300), for a duration of one year
Expiry after July 1, 2020 onwards Renewal based on prevailing eligibility criteria (i.e. qualifying salary is SGD 2,400)

More experienced candidates will be expected to draw a higher salary to commensurate with their overall work experience in order to be eligible for the S Pass.

S Pass quota/Dependency ratio

From Jan. 1, 2020 and Jan. 1, 2021, the number of S Pass holders a company in the services sector can hire will be capped at 13% and 10% of the total workforce respectively. The current ratio is 15%.
