Sweden: Enhanced regulations for attracting highly skilled workers

The government of Sweden has recently made proposals to the Council on Legislation aimed at enhancing Sweden’s ability to attract and retain highly qualified workers.

As a result, a new Blue Card Directive has been implemented, replacing the 2009 version. The EU Blue Card is a combined residence and work permit for foreigners with employment contracts for highly qualified jobs in Sweden.

The above-mentioned proposals aim to simplify and encourage the use of EU Blue Cards in Sweden, enhancing the country’s ability to attract and retain highly skilled workers. Key proposals include:

  • Lowering the salary threshold for obtaining an EU Blue Card;
  • Expanding the categories of individuals eligible for an EU Blue Card;
  • Extending the possibilities to switch from other types of residence permits to an EU Blue Card.

The proposed legislative amendments are set to take effect on January 1, 2025.
